Outcomes-Based Approach: “Prosperity”

This approach uses local outcomes to summarize how well people can lead reasonably comfortable lives. In this method, “prosperity” is defined using four simple indicators: education, housing, unemployment, and poverty. A score of 4 (highest) means a county has better-than-average rates of all four indicators based on the 2018-2022 American Community Survey five-year estimates. A score of 0 (lowest) means they score lower-than-average across all four indicators. Places where people are generally higher educated, employed, non-impoverished, and housing secure are characterized as more “prosperous” than other places.
