Hybrid Approach: “Community Assets”

This approach focuses on the desirable characteristics of a place and better accounts for rural assets. We combine selective characteristics of a place with insights gained from choices people make about where they live and work. We identify and score communities based on local characteristics that encourage people not only to move to, but also to stay, work, start a business, and raise their family in a community. Highly livable places tend to have high demand for housing, reliable broadband, active civic engagement, good health outcomes, and adequate access to natural amenities.
